The Executive Council is comprised of the superintendents of the Member Districts. This is the administering council of the Rum River Special Education Cooperative. Their responsibilities include:

• Administer the affairs of RRSEC under the direction of the Governing Board.
• Maintain and report the budget proposal to the Governing Board, take charge of all fiscal affairs for RRSEC, as well as apply for, receive, and administer all Federal and State aids and grants.
• Make policy recommendations to the Governing Board in matters that enhance the functionality of RRSEC.
• Administer the employment and termination of licensed personnel
